My Vercel Blob store is suspended with "Billing State: Inactive", even though usage is tiny (3.18KB across 3 files, well under Hobby free-tier limits).

This store is used by a personal app I built for myself (a student task tracker), and the suspension is currently blocking all writes (file uploads and app state saves) with the error "Vercel Blob: This store has been suspended."

I've already fixed the root cause on my end — the app was calling Blob's list() on every read (from a 15-min cron + frontend auto-refresh), which burned through the 2,000/month Advanced Requests limit in a few days. I've since switched to direct URL reads, so this shouldn't recur.

Could someone please reactivate this store? Happy to provide any additional info needed.
