The rule uses a fixed 60-second window, Preview-only scope, and an @vercel/firewall SDK ID with API-controlled counting keys. Log mode works. The documentation includes one fixed-window rate-limit rule on Hobby. Is SDK-based 429 enforcement excluded, or is this incorrect dashboard gating? What configuration is supported without upgrading? Do you have 3 custom rules already? Exceeding the rule limit could trigger an upgrade prompt [https://vercel.com/docs/vercel-firewall/vercel-waf#limits](https://vercel.com/docs/vercel-firewall/vercel-waf#limits)
