I have a project that consumed most of the resources in my Hobby account, but not for good reasons; the volume of accesses was probably not legitimate. However, I have already moved this project to a Pro account, and I would like to know if you can unpause my Hobby account, as I would like to continue using it without having to have another Pro account.

Unfortunately we can’t unpause here until the usage window rolls around below the limit, otherwise it will repause immediately. As soon as your usage stats aren’t showing in the red we can fix it for you
If you need it unpaused sooner you can make a case at vercel.com/help where the Customer Support team has more power
