Accessing website in Russia

I’ve recently deployed my website on vercel and with the test domain it was fine untill i decided to switch to my own domain name - https://okdreams.ru. It doesn’t load without VPN at all. I’ve changed records to providers’s ones and it didnt work. The problem is in 76.76.21.21 A record As of today im seeing everyone in Russia having this issue, it would make so much sense to switch to another records which are not blocked
