when using free tier credit
it show:
AI Gateway needs a credit card on file before requests can run. Add one in team billing to start using your included credit.

Have you paid with that card yet? If not, I’d recommend using another credit card because this error usually comes when couldn’t verify the card.

I found the issue
Some models can’t be used in the free tier (like gemini-3.5-flash), while others can be used. (like gpt-5.4-nano)

But when using gemini-3.5-flash, it just shows the “Add a Payment Method”, not reflecting the true situation.
