Have you paid with that card yet? If not, I'd recommend using another credit card because this error usually comes when couldn't verify the card.
I found the issue Some models can't be used in the free tier (like gemini-3.5-flash), while others can be used. (like gpt-5.4-nano)
But when using gemini-3.5-flash, it just shows the "Add a Payment Method", not reflecting the true situation.
