Conditional Firewall Bypass API returns 403 on Vercel Pro — does this imply the feature is disabled?

Hi everyone,

We're using Vercel Pro and attempting to verify our project's Firewall configuration through the API.

An authenticated request to:

GET /v1/security/firewall/bypass/rules

returns:

403 forbidden — "Conditional bypass is unavailable for this team."

Other Firewall read endpoints work successfully with the same credential.

I'm trying to clarify three things:

1. Does this error mean Conditional Firewall Bypass is entirely disabled, including any previously configured rules?
2. Could previously configured conditional bypass rules remain active even when the feature is unavailable?
3. Is there a supported way to verify the effective conditional bypass configuration without enabling the feature?

We're looking for read-only verification, not to modify Firewall settings.
