found a fix! what i did is:
go to Network and Sharing Center > Click on active connection Properties > Selected the IPv4 Properties > “Use the following DNS server adresses” to:
Preferred: 8.8.8.8
Alternate: 8.8.4.4
and then ran ipconfig /flushdns in cmd 
on the phone i just turned off wifi and used mobile data
