Please clarify whether Hobby permits private, non-production staging/testing of an internal ERP intended for business use. The proposed staging would use synthetic test data only, with no customer traffic, payments or advertising. We are not claiming that these limitations make business-related development non-commercial.

The current Terms of Service section 4 describes personal or non-commercial use, while the Hobby documentation and fair-use guidance restrict commercial use. Could an authorized Vercel staff member confirm whether this specific category is eligible on Hobby and cite the applicable current policy? If it is not eligible, please confirm that; we are not requesting a paid upgrade or trial and will not deploy it on Hobby without a clear basis.

If a private official channel is required for a definitive eligibility decision, please point us to a free channel without requiring private identifiers in a public post.
