Hobby Firewall: selecting 429 opens Pro upgrade despite documented allowance

On a Hobby project with one rate-limiting rule, selecting “Too Many Requests (429)” immediately opens a Pro upgrade prompt, before saving.

The rule uses a fixed 60-second window, Preview-only scope, and an /firewall SDK ID with API-controlled counting keys. Log mode works.

The documentation includes one fixed-window rate-limit rule on Hobby. Is SDK-based 429 enforcement excluded, or is this incorrect dashboard gating? What configuration is supported without upgrading?

I wasn't able to replicate that with a 429 rate limit rule. Do you have 3 custom rules already? Exceeding the rule limit could trigger an upgrade prompt
