I would appreciate an official clarification regarding the Hobby plan's commercial usage policy.

I am developing a private real estate management application intended for future commercial use.

I have two questions:

1. Internal acceptance testing: Is it permitted to create a temporary, isolated Hobby project to test this application using only synthetic data, with no real customers, no revenue, and no public business operations? Testing would include deployment, authentication, and scheduled Cron Jobs.

2. Production usage: The application is currently deployed on Hobby but is not yet operating with real business data. Must it be upgraded to Pro before beginning commercial operations?

Could a Vercel staff member please confirm how the Fair Use Guidelines apply to these two situations and provide a link to the relevant official policy?
