IP i was provided by vercel for my custom domain is by Russia, though I have potential users from there

I see that IP from my default domain with *vercel.app is working and I have a question. Can I somehow request my Ip to be changed?

So actually 76.76.21.21 ins’t blocked, other IP I was provided with for my domain is blocked. I just configured 76.76.21.21 IP and everything is working, but vercel dashboard says it is not recommended
