Is an internal-only tool for a small company allowed on the Hobby plan?

Hi, I'd like to confirm whether our use case is allowed on the Hobby plan.

We are a small company. I built an internal web app that is used only by our own employees (about 25 people) to record daily work, attendance, and internal error reports.
It is not offered to customers or the public, and it is protected by Basic authentication.
It generates no revenue: no payments, no ads, no affiliate links, no client work, and it is not sold or offered to anyone else.
Traffic is very low (used only by about 25 people during working hours).

The Hobby plan is described as being for personal, non-commercial use. None of the commercial examples in the policy (payments, advertising, paid client work, affiliate links, donations) apply to us. However, since the app is used by employees of a company, I'm not sure whether it is considered commercial use.

Questions:

Is this kind of internal-only use allowed on Hobby, or do we need Pro?
If Pro is required, is one seat enough when only one person deploys and manages the project?
