I'm an individual developer from South Korea developing a small, non-commercial bus reservation application using Next.js.

The application will serve approximately 400–600 military personnel within a single military unit. It will be completely free, with no advertisements or revenue generation.

I plan to donate the application to the military unit, which will then operate and manage it.

Would this type of non-commercial organizational use be permitted under the Vercel Hobby plan?

I would appreciate clarification from the Vercel team regarding this policy.
