My vercel account is paused and i cannot create any new projects, and i cannot link vercel to my github for my new project.
even after many month and have low usages , still paused

I already have done that but keeps looping on upgrading plan , this really need a human intervention
It looks like your team was already unpaused previously for going over limits.
I was able to get it unpaused for you this time, but I will not be able to in the future if you go over Hobby limits again. At that point you would need to upgrade to a Pro plan for higher usage.
