I Got 100% consume fluid compute, is there will be resets? or i must be upgrade?
Mybe how to reduce that fluid cpu compute, the limit 4hours and its exceeded but still be used, how to reset or reduce that usage?

It is quite un-usal to consume the full quota for the hobby plan unless your app is widely used. Can you share a bit about the apps that are causing this usage? Their tech stack and what the app is doing?
As far as the usage goes, it will get reset in the next billing cycle. Your account may get flagged for violating the Fair use Guidelines if the usage continues to go over limit.
