Production works, but every Preview deployment for next-case-hq-v2 fails in ~1.6 seconds with BUILD_FAILED: Resource provisioning failed, before any build starts and with zero build logs. Neon integration is connected, Project Access explicitly includes next-case-hq-v2, Neon branch capacity was freed, and the failure persists. Please investigate the internal Preview resource-provisioning/integration lifecycle for this project.We performed the Git metadata test you requested.

- Neon Project Access
- Git identity
- duplicate Vercel projects
- no-op deployment behavior
All were ruled out by controlled tests.
Production deployments for the same project continue to work normally.
