Clicking Publish button shows Initializing and then the popover just closes.
Could you go open developer tools and check for any JavaScript errors when clicking publish? 
must be something else failing. Worked fine for me just now in a test publish to prod on one of my projects. no issues and published fast.
Curious what is the underlying issue you are getting.
