v0 Model API 404 not_found_error on /v1/chat/completions, but /v1/user works with same key

My question:

The docs say the Model API requires a Premium or Team plan with usage-based billing enabled. My billing page shows "Premium Plan $0/mo—Complimentary access—you will not be charged," and I have since added a payment method, but the endpoint still 404s.

Does Model API access require a paid premium subscription rather than complimentary access? If so, please confirm which plan I need. If my current plan should already qualify, could you enable Model API beta access on my account?
