Just for my understanding, are you trying to upgrade to Vercel Pro or v0 Premium?

I believe this is the same issue outlined here:

If your automatic card payment fails, you may be able to make a manual payment for an outstanding invoice. Go to the Invoices page in Settings and select the “Pay Invoice” option from the three-dot menu for the invoice. We’re working with our payment processor on the final steps to ensure the invoice system will reliably handle Indian credit cards. Thanks for your patience.
